Flares were thrown and fans invaded the field as Caernarfon Town beat Bangor City to win the NWCFA Challenge Cup on the evening of 13 May 2014.
Police had to step in to deal with several pitch invaders following the Caernarfon's victory on penalties at Bangor City's ground.
The match was interrupted within the first minute when a yellow flare was thrown, pouring smoke onto the pitch. It was removed.
After the final whistle, about 50 Caernarfon fans came onto the pitch, but they soon went off.
"One man went over to the Bangor fans and was goading them but security and the police were very quick to deal with him.
"He was struggling with the police and it took several of them to get him under control."
Despite the disruptions, the witness said the behaviour of the majority of the crowd "made for a really good atmosphere".
After a 2-2 draw, Caernarfon Town beat Bangor City 5-4 on penalties.
Neither club was available for comment.
A spokeswoman for North Wales Police said:"North Wales Police arrested two men at the Bangor vs Caernarfon Challenge Cup final at Nantporth on Tuesday. A 17-year-old youth from Caernarfon was arrested after attempting to enter the ground with a flare. He has been bailed pending further enquiries and a 23-year-old man, also from Caernarfon, was arrested for disorder following a pitch invasion at the end of the game. He remains in custody."
"A minority of travelling supporters from Caernarfon were involved in minor disorder during what was primarily a trouble-free match. We will be liaising with both football clubs to seek their support in banning individuals involved in disorder from their respective grounds."
